SCAFFOLD PLATFORMS

1926.451(g)(4)(i)
Guardrail systems shall be installed along all open sides and ends of platforms.
Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.

CM Letter to Safety Man

When you speak of employer you speak of Named Co., correct?
So Named Co. must have all employees who work on (or with), please clarify, scaffolding trained by a qualified person.
Are you a qualified person? (No)

Qualified as to train and or qualified to over see the construction of the scaffolding? (No)
Please tell me yes you are qualified! Because if not you are in violation and should be cited if you climb and walked across the scaffolding! (Safety Inspection)
So now we must not only train to qualifiy the CM's and foreman, we must train and Qualify the lead man, mechanic, apprentice, labor, crane driver and all the ware house workers. That's right every one because they must be certified to send out the correct scaffolding to the job site. John Doe doesn't want the responsibility if they are not qualified.
You used the words "must, train, and work on." That is very confusing to me. (Need to go over the Subpart L) Especially after I spoke with Certified Safety Engineer and Doe Manager face to face on this issue. And Certified Safety Engineer, your supervisor, told Juan M. and I a different game plan. He gave me the what, when and who on how the training was going to take place. (No safety orientation as yet? A tool box talk?)
I don't need emails sent to me on issues dealing with safety codes and quotes for the book of OSHA. (Safety attitude? What are we using: 29 CFR 1926?)
I have my 10, 30, (Certification is the way to competency) and over 15 years of roofing under my belt. I been roofing over half my life (Experienced enough; no need to listen to the safety man). I'm not upset about the way the code is stated, I'm upset about the way you handle the situation. You can write all The citations (Safety enforcement) you want but if you don't tell them why you. wrote the citation (Scaffold missing toprail, middle rail and toe board) and show them the way. we can correct the problem (Safety interaction) will never be corrected (Safety re-orientation), and walking away without telling them a way to make it work in a way they are comfortable is just plan bad! (Correction done)

After adding the extra bars it made it much more difficult getting on and off the ladder. (Scaffold missing toprail, middle rail –therefore no extra bars)
Writing Foreman Door up on this issue is outrageous (Don’t interfere with my people). Especially after I called you and told you the situation with Qualified Doe over seeing the construction of the scaffolding.
If you without a doubt need to write someone up then Qualified Doe is the one you write up. (I saw another person allowing the scaffold violation)
When I called you today to get answer and to work out the citations you told me to get up with Certified Safety Engineer. (If there is no Hearing Committee the Safety Director hears the case and decides the best possible solution)
I'm up set (He took it personally) because this company is a team and I don't feel you are a team player (Accusation and manipulation out of frustration). If some one call me for answers on a decision that I have made, I for one would hear them out and two the last thing is tell them to take it up with my supervisor.

But that's what you told me. So I will take it up with Certified Safety Engineer.

USER TRAINING REQUIREMENTS (OSHA)
The employer must have all employees who work on scaffolds trained by a qualified person
Scaffold training for users must include:
Electrical, fall, falling objects hazards
How to handle electrical hazards, PFAS proper use and falling object prevention
Proper use of the scaffold and material handling on scaffolds
The load capacity and maximum intended load of the scaffold.

EXPLANATION OF THE SAFETY MAN’S ACTIONS:
Please note that "the proper use of the scaffold" is a requirement; which Foreman Door and his crew were using in order to access the upper level platform; but the NE corner access was missing a top rail, middle rail and the toe-board. Therefore I can't issue a safety citation to Qualified Doe because I did not see him using or erecting the said scaffold and there is no tag. I saw Foreman Door and his crew using it.
I believe that this issue should be taken to the attention of our Certified Safety Engineer who has the authority to establish a balanced decision on this matter.
